About DBMAS

The primary role of the Diocesan Building Management Advisory Services (DBMAS) is to provide guidance and advice to Parishes, Schools and Colleges on all aspects of capital works in excess of $50,000. DBMAS is also involved in facilities management of various properties within the Archdiocese.

On average, the DBMAS has involvement with over 100 capital works projects annually, totalling in excess of $40 million value.

(a) Capital Works Projects

We offer advice and assistance on:

  • Masterplanning
  • Formulating the brief
  • Engaging a Building Designer (architects, architectural draftspersons, engineers etc)
  • Implementation of the Building Design Services Agreement (BDSA)
  • Briefing the Building Designer
  • Referral of the project for approval by the Planning Building & Finance Committee (PBFC)
  • Review of project development documentation
  • Project cost control
  • Methods of project delivery
  • Tendering requirements
  • Selection of contractors for tendering
  • Implementation of the appropriate Building Works Contract
  • Post tender evaluation and negotiations
  • Acceptance of tender and contract signing

Upon commencement of construction, the DBMAS works in conjunction with the building designer to ensure the successful delivery of the project and at all times, to the best interests of the client. Our services include:

  • Attendance at schematic design and developed design meetings (as required)
  • Attendance at site meetings (normally held fortnightly)
  • Monitoring quality and workmanship
  • Works schedule and programming
  • Assessment of contract variations
  • Dispute resolution
  • Practical completion inspection
  • Defects liability period issues
  • Post contract issues

(b) Project Design and Construction Management

For smaller type projects, generally under $100,000, the DBMAS are available to produce design and tender documentation together with Contract Administration or Construction Management works. We are able to assist or provide advice to parishes and schools on any building matters or associated issues.


(c) DBMAS Fee for Service

Capital works in excess of $50,000 attract a DBMAS fee for service. For Parish and Primary School projects, the fee is 1% of the Contract amount, capped to a maximum of $5,000. For College projects, the fee is 1% of the Contract amount, capped to a maximum of $10,000.
